Статья посвящена проблемам конкурентоспособности агропромышленного комплекса в условиях глобализации и мировой интеграции Республики Казахстан. Отмечено, что в условиях процесса глобализации возникла необходимость улучшения качества продукции и услуг сельского хозяйства, оптимизации затрат, максимизации прибыли и других факторов конкурентоспособности. Рассмотрены предпосылки создания Евразийского экономического союза, страны-участницы, основные цели и задачи агропромышленной политики в рамках союза. На основных агропродовольственных рынках союза выявлены проблемы. Проведен анализ показателей объемов производства сельскохозяйственной продукции в государствах-членах Евразийского экономического союза. Определены основные виды продукции, доля агропродовольственных товаров во взаимной торговле государств. В результате проведенного исследования авторами предложены меры по обеспечению продовольственной безопасности в условиях интеграции, такие, как развитие существующих систем поддержки национального экспорта, принятие на национальном уровне планов развития экспорта сельскохозяйственной продукции, внедрение сертификации систем управления на предприятиях, производящих сельскохозяйственную продукцию. Рекомендованы оптимизация структуры импорта продовольственных товаров и сельскохозяйственного сырья из третьих стран, совершенствование существующих и создание новых объектов экспортной инфраструктуры государств-членов ЕАЭС, расширение взаимодействия органов исполнительной власти государств-членов ЕАЭС с объединениями экспортеров и объединениями участников рынков сельскохозяйственной продукции и продовольствия.
The article is devoted to the problems of competitiveness of agro-industrial complex in the conditions of globalization and world integration of the Republic of Kazakhstan. It is noted that in the context of globalization there is a need to improve the quality of products and services of agriculture, cost optimization, profit maximization and other factors of competitiveness. The prerequisites for the creation of the Eurasian Economic Union, the participating countries, the main goals and objectives of agro-industrial policy within the Union are considered. Problems were identified in the main agri-food markets of the Union. The analysis of indicators of agricultural production in the member States of the Eurasian economic Union. The main types of products, the share of agri-food products in the mutual trade of states are determined. As a result of the study, the authors propose measures to ensure food security in terms of integration, such as the development of existing systems to support national exports, the adoption of national plans for the development of agricultural exports, the introduction of certification of management systems in enterprises producing agricultural products. The optimization of the structure of imports of food and agricultural raw materials from third countries, improvement of existing and creation of new objects of the export infrastructure of the member States of the EEU, the extension of interaction of Executive authorities of the member States of the EEU with associations of exporters and associations of participants of the markets of agricultural products and food are recommended.
