Одной из серьезных проблем, с которой сталкиваются органы государственной власти, ответственные за стимулирование инновационной активности хозяйствующих субъектов, является недостаток информации о состоянии и динамике инновационных процессов в регионах. Информационный голод не позволяет адекватно оценивать эффективность тех или иных мероприятий инновационной политики государства и дифференцировать их, исходя из существующего регионального контекста. Настоящая статья призвана показать, что существуют исследования, посвященные анализу инноваций на региональном уровне. В статье подробно рассматриваются различные аспекты исследований инновационного развития регионов: используемые показатели, источники данных, процедуры обработки и форма представления результата. В работе показано, что существуют некие метрики в области измерения инноваций на региональном уровне, которые позволят повысить осмысленность и научную обоснованность будущих исследований, их роль в реализации инновационной политики государства. На основании того, что во многих странах до сих пор наблюдается серьезный недостаток надежных данных об инновационных процессах на уровне регионов, и обобщения опыта различных исследований в статье предложены показатели индустриально-инновационного развития регионов.
One of the major problems faced by the public authorities responsible for stimulation of innovative activity of economic entities is the lack of information on the status and dynamics of innovation processes in the regions. Lack of information does not allow to adequate assess the effectiveness of various measures of the innovation policy of the state and to differentiate them on the basis of the existing regional context. This article aims to show that there are studies devoted to the analysis of innovation at the regional level. The article elaborates on different aspects of research of innovative development of regions: indicators used, data sources, processing procedures and the form of the result. The work is directed to the fact that there are some metrics to measure innovation at the regional level, which will enhance the meaningfulness and scientific validity of future studies, increasing their role in the implementation of innovative policy of the state. On the basis of the fact that in many countries there is still a serious lack of reliable data on innovation processes at the regional level and summarizing the experience of various studies, the article presents the indicators of industrial-innovative development of the regions.
