В статье авторами рассмотрены возможности применения инструментов проектного управления в системе управления региональными инновационными проектами на примере конкретного региона. Современная парадигма развития регионов предусматривает реализацию различных региональных проектов: экономических, социальных, экологических, инфраструктурных, инновационных. Реализация региональных инновационных проектов связана с большей степенью риска и неопределенности. Предприниматель, реализующий инновационные проекты, постоянно находится в поиске новых возможностей, ориентируется на внешнее окружение, оценивает наиболее перспективные идеи. Поэтому для эффективного и грамотного управления процессами реализации инновационных проектов необходима особенная технология. Современная технология управления проектами включает в себя очень обширную сферу деятельности - внедрение программного обеспечения для управления проектами, исследование заинтересованных сторон, научные разработки и управление изменениями. Все эти функции можно выполнить при использовании проектного менеджмента. Для этого предлагается создание «Проектного офиса» в регионе и внедрение его в существующую региональную инновационную инфраструктуру управления проектами. «Проектный офис», взаимодействуя с органами местного управления, будет обеспечивать более предсказуемую реализуемость проектов за счет кооперации участников инновационного процесса. Такой подход позволит местной власти в регионе акцентировать внимание участников на наиболее приоритетных на текущий момент для развития регионов проектах, при этом максимально совместить их с направлениями регионального развития. Развитие проектного менеджмента в конечном счете приведет к повышению инвестиционной привлекательности региона.
In the article the authors consider the possibility of using the tools of project management in the system of management of regional innovation projects on the example of a particular region. The modern paradigm of regional development provides for the implementation of various regional projects: economic, social, environmental, infrastructure and innovation. The implementation of regional innovation projects is associated with a greater degree of risk and uncertainty. An entrepreneur implementing innovative projects is constantly in search of new opportunities, focused on the external environment, he evaluates the most promising ideas. Therefore, for effective and competent process management to implement innovative projects requires special technology. Modern project management technology includes a very extensive field of activity - implementation of software for project management, research stakeholders, research and development, and change management. All these functions can be performed by using project management. To this end, it proposes the creation of «Project Office» in the region and implement it in the existing regional innovation project management infrastructure. «Project Office», interacting with local governments will ensure more predictable ongoing projects through cooperation of participants of the innovation process. This approach will enable local authorities in the region to focus participants on the highest priority at the moment for the development of projects in the region, with the most to combine them with the directions of regional development. Development of project management in the long run will lead to increase of investment attractiveness of the region.
