Данные вопросы требуют детального изучения со стороны научного сообщества, что требует изучения зарубежного опыта финансирования сферы образования, и особенно опыта стран Европы - лидеров в вопросах государственно-частного партнерства как одной из форм финансового обеспечения образовательных организаций. Передовой опыт данных стран необходимо адаптировать в условиях Казахстана, что послужит основой для модернизации финансирования образования в стране. В ходе исследования был изучен передовой французский опыт государственно-частного партнерства в области финансирования сферы образования. Так, почти во всех европейских странах в рамках образования создано социальное партнерство и основы дуального образования. Это особенно заметно в вопросе финансирования этой сферы. Европейские государства финансируют только начальное образование и программы по переподготовке безработных. В рамках высшего образования используются различные программы, такие, как «налоговые кредиты», «учебные ваучеры». Следует также отметить, что существует специальный налог на ученичество. Средства перечисляются из министерств в государственные фонды и организации. В то же время опыт зарубежных стран показывает, что финансируемый орган, обучающая сторона и организация, которая присваивает квалификацию выпускникам, независимы друг от друга. Это дает возможность улучшать качество высшего образования, то есть за каждого студента или ученика ведется конкурентная борьба. И в конкурентной среде качество образовательных услуг, несомненно, повышается.</p></abstract><trans-abstract xml:lang="en"><p>In the context of reducing the financing of the education sector, the problem of modernizing the financing of this sphere, including on the basis of public-private partnership, is of particular importance. It requires studying foreign experience in funding education, and especially the experience of leaders in European countries in the issues of public-private partnership as a form of financial support for educational organizations. The best practices of these countries need to be adapted in Kazakhstan, which will serve as a basis for modernizing funding education. French experience of public-private partnerships in funding education was studied. Almost all European countries, in the framework of education, a social partnership and the foundations of dual education were created. This is particularly noticeable in the funding. European countries finance only primary education and programs for retraining unemployed. Within the framework of higher education, various programs are used, such as "tax credits", "training vouchers". It should also be noted that there is a special tax on apprenticeships. Funds are transferred from the ministries to state funds and organizations. The experience of foreign countries shows that the funded body, university and the organization that qualifies graduates are independent of each other. This makes it possible to improve the quality of higher education. That is, for each student or student there is a competitive struggle.
