Статья посвящена анализу понятия и концепции «Smart city», существующих подходов к ее внедрению в практику. Акцентировано внимание на необходимости повышения роли городского сообщества в управлении развитием. Сегодня города являются одним из основных факторов экономического развития и занимают центральное место в производстве, определяют потребление сетей, социально-экономические отношения и в настоящее время - значительную долю ВВП во многих странах. В статье концепция Smart city рассматривается как информационный и коммуникационный инструмент для решения проблем развития городов. Города играют важную роль в национальном, региональном и глобальном развитии. От них зависит качество жизни. Поэтому основами современными требованиями являются доступ города к инфраструктуре, высокая мобильность, безопасность городов, охрана окружающей среды и доступ к развитию городского управления. В статье рассматриваются вопросы моделей, инструментов в предметной области умных городов. Знакомство с этими вопросами позволяет оценить и понять истоки и состояние стандартизации в данной области, которая охватывает разные аспекты проектирования, организации и функционирования умного города. В статье представлены стандарты, относящиеся к информационно-коммуникационным технологиям умного города, проведен SWOT-анализ города Алматы с целью выявления ключевых направлений дальнейшего развития.
The article is devoted to the analysis of the concept of the «Smart city», which adheres to the practice of substitution. The emphasis on the role of the city community in management of development is accentuated. Today, the city is one of the main factors of economic development and the central location in production, defining the consumption patterns, social and economic relationships and now a significant proportion of GDP in many countries. In the context of the smart city concept, the information and communication tool is considered as a problem for the development of cities in the article. The city plays a crucial role in national, regional and global development. The quality of life depends on them. Due to this modern requirements are access to the city’s infrastructure, high mobility, safety of the city, environmental protection, and development of the city’s management. In the article, the question is considered by models, tools in the subject area of smart cities. The awareness in these questions allows to evaluate and analyze the situation and the standardization of the situation in the area, thus enabling different aspects of projection, organization and functioning of the city. As a result, the article is based on the standard of the information that is related to the informational and communicational technology of the smartest city. SWOT analysis in the city of Almaty, with the implementation of the long-term strategy for sustainable development is carried out.
