Необходимость реализации программы индустриально-инновационного развития Республики Казахстан в современных условиях актуализирует проблему повышения конкурентоспособности отечественной экономики. Одним из комплексных механизмов развития, обеспечивающих рост конкурентоспособности территорий как целого, является формирование кластеров. Опыт развития европейских и азиатских стран подтверждает, что кластерный подход является эффективным инструментом повышения конкурентоспособности экономики страны, стимулирует развитие региональной экономики. В статье проанализированы оценка и проблемы текущего состояния текстильной промышленности Республики Казахстан. Обобщен зарубежный и отечественный опыт кластерного подхода, на основе которого предлагается его использование в решении стратегических задач, направленных на повышение конкурентоспособности региона, инновационного развития его экономики. Кластер как устойчивое партнерство взаимосвязанных предприятий и организаций, физических лиц может иметь потенциал, который превышает простую сумму потенциалов отдельных составляющих. Это приращение возможно в результате сотрудничества, сочетания кооперации и конкуренции участников кластера: производителей и поставщиков, инжиниринговых и консалтинговых фирм, кредитных организаций и страховых компаний, инфраструктуры, профессиональных и общественных организаций региона. Наиболее оптимальной моделью инновационных реформ на современном этапе развития экономики Казахстана представляется создание отраслевых кластеров в разных регионах Казахстана. Таким образом, кластерное развитие как инструмент повышения конкурентоспособности регионов, инновационного развития их экономики является новым подходом в региональном развитии страны, позволяет максимально использовать имеющийся потенциал.
The need to implement the program of industrial-innovative development of Kazakhstan in modern conditions actualizes the problem of improving the competitiveness of the domestic economy. One of the complex development mechanisms that ensure the growth of competitiveness of territories as a whole is the formation of clusters. Experience in the development of European and Asian countries confirms that the cluster approach is an effective tool for increasing the competitiveness of the country’s economy, and stimulates the development of the regional economy. This article analyzes the assessment and problems of the current state of the textile industry of the Republic of Kazakhstan. The foreign and domestic experience of the cluster approach is summarized, on the basis of which it is proposed to use it in solving strategic tasks aimed at improving the competitiveness of the region and the innovative development of its economy. Cluster as a sustainable partnership of interrelated enterprises and organizations, individuals may have a potential that exceeds a simple sum of the potentials of individual components. This increment is possible as a result of cooperation, a combination of cooperation and competition among cluster members: manufacturers and suppliers, engineering and consulting firms, credit organizations and insurance companies, infrastructure, professional and public organizations in the region. The most optimal model of innovative reforms at the present stage of development of the economy of Kazakhstan is the creation of sectoral clusters in different regions of Kazakhstan. Thus, cluster development as a tool to improve the competitiveness of regions, the innovative development of their economy is a new approach in the regional development of the country, allows to maximize the existing potential.
