В статье рассматривается зарубежный опыт формирования и развития инновационного потенциала предпринимательских структур. Целью данного исследования является разработка новых рекомендаций по формированию, развитию и стимулированию инновационного потенциала предпринимательских структур в Казахстане на основе анализа зарубежного опыта. Учитывая достаточно богатый мировой опыт по формированию и развитию инновационного потенциала предпринимательских структур, многие экономисты полагают, что, если реализовывать успешный мировой опыт и учесть ошибки других стран, можно ускорить процесс формирования инновационной экономики. В статье авторы выделили опыт США, Японии и некоторых стран Евросоюза, эти страны являются базой модернизации, именно там находятся центры передовых технологий. Исследование показало, что решающую роль в формировании и развитии инновационного предпринимательства играет государство, которое, с одной стороны, устанавливает правила функционирования национальной инновационной системы, с другой – обеспечивает ресурсной составляющей, включая финансирование. Поэтому в западных странах особое внимание уделяется вопросам государственной поддержки инновационного предпринимательства. Также в статье рассмотрены практики создания отраслевых центров развития, обеспечивающих всестороннюю научно-техническую, финансовую, производственную, информационную поддержку инновационной деятельности предпринимательских структур, создания Единого оператора по развитию инноваций путем слияния институтов развития, создания информационно-поисковой специализированной независимой площадки по прогрессивным технологиям и инновационным разработкам, так называемой Инновационной обсерватории. Данное исследование позволило разработать ряд наиболее адаптивных к Казахстану рекомендаций для стимулирования инновационной деятельности предпринимательских структур.
The article examines the foreign experience of the formation and development of the innovative potential of entrepreneurial structures. The purpose of this study is to develop new recommendations for the formation, development and stimulation of the innovative potential of entrepreneurial structures in Kazakhstan based on the analysis of foreign experience. Given the rather rich world experience in the formation and development of the innovative potential of entrepreneurial structures, many economists believe that if we implement successful world experience and take into account the mistakes of other countries, we can accelerate the process of forming an innovative economy. In the article, the authors highlighted the experience of countries such as the USA, Japan and the EU countries, since these countries are the base of modernization, it is there that the centers of advanced technologies are located. The study showed that the decisive role in the formation and development of innovative entrepreneurship is played by the state, which, on the one hand, establishes the rules for the functioning of the national innovation system, on the other hand, provides a resource component, including financing. Therefore, in Western countries, special attention is paid to issues of state support for innovative entrepreneurship. The article also discusses the practices of creating industry development (growth) centers that provide comprehensive scientific, technical, financial, production, and information support for the innovation activities of business structures, creating a single operator for the development of innovations by merging development institutions, creating an information retrieval specialized independent platform for advanced technologies and innovative developments, the so-called Innovation Observatory. This study made it possible to develop a number of recommendations that are most adaptive to Kazakhstan to stimulate the innovative activity of business structures.
