Сейчас в аграрном секторе много серьезных проблем. Население, проживающее в сельских районах, и сельское население с энтузиазмом относится к переезду в города. Причинами этого являются низкое качество жизни сельского населения и неудовлетворительное состояние инфраструктуры в сельской местности, низкий уровень интереса со стороны сельской молодежи к тому, чтобы стать участником рынка труда в аграрном секторе, проблема уровня оплаты труда кадров в сельских регионах и т.д. Данные структурные проблемы привели к снижению показателя отдачи аграрного сектора по отношению к экономике страны. Считаем, что одним из важнейших путей повышения производительности труда в аграрном секторе являются мероприятия, направленные на повышение кадрового потенциала сельских регионов. Независимо от того, что мы живем в век технологического прогресса, основным элементом рынка труда являются трудовые ресурсы. Целью статьи является гендерная оценка кадрового потенциала аграрного сектора. Если обратить внимание на структуру кадрового потенциала на рынке труда, то на большей части производств сельских регионов работают граждане мужского пола. Причиной этого являются специфические особенности производственной сферы сельского хозяйства (высокая трудоемкость рабочего процесса, ненормированные графики работы и т.д.). Однако в настоящее время наблюдается также низкая тенденция к увеличению числа женщин, занятых в качестве управленческого персонала производственных предприятий аграрного сектора или занятых видами деятельности, не связанными непосредственно с производством аграрной продукции.</p></abstract><trans-abstract xml:lang="en"><p>The agrarian sector of the Republic of Kazakhstan as the most important branch of the country's economy is a key element of the national security system that ensures food security of the population. Now there are many serious problems in the agricultural sector. The population living in rural areas is enthusiastic about moving to cities. The reasons for this are the low quality of life and the poor state of infrastructure in rural areas, as well as the low level of interest in the agricultural sector among rural youth and low wages. These structural problems have led to a decrease in the share of the agricultural sector in the country's economy and have resulted in many agricultural products being imported from neighboring countries to meet the level of demand for food. In turn, we believe that one of the most important ways to increase labor productivity in the agricultural sector is measures aimed at improving the human resource capacity of rural areas. Regardless the level of technological advancement the world around us is, the main element of the labor market is the workforce. The aim of the article is a gender assessment of human resources potential of the agricultural sector. If to pay attention to the structure of human resources potential in the labor market, the majority of industries in rural regions employ male citizens. The reason for this is the specific features of the agricultural production sector (high labor intensity of the working process, irregular working hours, etc.).
