Как показал опыт предыдущих лет, реформирование отбора на государственную службу без должного обеспечения транспарентности данного процесса не может обеспечить объективного и качественного рекрутинга. Вопрос поиска и приема кандидатов с соответствующими компетенциями и высокой мотивацией, а также повышения мотивации действующих служащих сегодня приобретает особую актуальность. Основной целью работы является разработка предложений по повышению прозрачности и качества процесса отбора персонала на государственную службу на основе изучения существующей системы. По прогнозам авторов, повышение роли института наблюдателей и использование коучтехнологий в процессе отбора поможет повысить качество и прозрачность подбора кадров. Авторы в статье рассматривают проблемные вопросы формирования государственного аппарата, акцентируя особое внимание на его прозрачности. В ходе исследования авторы провели интервью как с экспертами, формирующими политику в сфере государственной службы, так и с государственными служащими, занимающимися ее реализацией. Вместе с тем проведен анализ нормативных правовых актов. По итогам проведенной работы выработаны рекомендации по улучшению транспарентности отбора на государственную службу, а также рассмотрен механизм выявления и подбора мотивированных работников путем применения современных технологий.</p></abstract><trans-abstract xml:lang="en"><p>The formation of a professional state apparatus is one of the main tasksset by our authorities. According to the previous experience, reforming the selection process at civil service without proper transparency cannot ensure objective and quality recruitment. The issue of finding and hiring candidates with appropriate competencies and high motivation, as well as increasing the motivation of current employees is of particular relevance today. The main purpose of the work is to develop proposals to improve the transparency and quality of the personnel selection process in the civil service on the basis of a study of the existing system. According to the authors’ predictions, increasing the role of the institute of observers and the use of coaching technologies in the selection process will help to improve the quality and transparency of personnel selection. The authors examine problematic issues in the formation of the state apparatus, focusing on its transparency. In the course of the study, the authors interviewed both the experts who form public service policies and the public servants involved in their implementation. At the same time, an analysis of normative legal acts was conducted.
