Зарубежная практика выделяет форму государственно-частного партнерства как наиболее результативное взаимовыгодное сотрудничество власти и бизнеса для стимулирования роста национального хозяйства. Цель – осуществить экономический анализ, вскрыть проблемы и представить перспективы развития государственно-частного партнерства в условиях неопределенности и мировой рецессии. Научно-практическая значимость статьи базируется на критическом исследовании зарубежных первоисточников по анализу договоров ГЧП в экономике развитых стран и экономико-статистической оценке реализации проектов ГЧП в отраслевом разрезе секторов Казахстана. В данном исследовании были использованы методы: обзор библиографии, статистики, логистики, SWOT-анализа. В работе получены результаты и общие выводы исследования – рассмотрен опыт передовых стран по оптимизации расходов, доли государственного участия, значения институционального дизайна в части успешного осуществления проектов ГЧП; обоснована целесообразность развития формы ГЧП в условиях совместного решения бизнеса и государства по аспектам строительства инфраструктурных и туристских объектов; проанализировано осуществление практического проекта ГЧП «БАКАД» в транспортной сфере; реализован SWOT-анализ проекта БАКАД; проведено исследование уровня оказания санаторно-курортных услуг; показано функционирование проекта в области туризма на примере проекта в Южном регионе; выделено, что существуют проблемы исполнения контрактов ГЧП в части снижения притока зарубежных инвестиций, недостатка финансирования и господдержки, низкой информированности и цифровизации турпакетов; представлены перспективы деятельности ГЧП-проектов в Казахстане. Ценность проведенного исследования выражена в реализации научно-практической работы и предложении рекомендаций по совершенствованию формирования проектов ГЧП в кризисных условиях.

The form of PPP is a mutually beneficial cooperation between government and business to stimulate the growth of the national economy. The goal is to carry out an economic analysis, reveal the problems and present the prospects for the development of PPP in the face of uncertainty and the global recession. The scientific significance of the article is based on a critical study of foreign primary sources on the analysis of PPP contracts in the economy of developed countries and in the sectors of Kazakhstan. The study used the following methods a review of bibliography, statistics, logic, SWOT analysis. The results are obtained in the work the experience of advanced countries in optimizing costs, the share of state participation, the importance of institutional design is considered; the expediency of developing a form of PPP in the context of a joint decision of business and the state on the construction of infrastructure and tourist facilities is substantiated; analyzed the project “Bakad”; implemented SWOT analysis of BAKAD; a study of the level of provision of sanatorium-and-spa services was carried out; the project of tourism in the Southern region is shown; highlighted the problems of execution of PPP contracts to reduce investment, lack of funding and digitalization of tour packages; presents the prospects for PPP activities in Kazakhstan. The value of the study is expressed in the implementation of recommendations for improving the formation of PPP projects in crisis conditions.
