Для Республики Казахстан данная проблематика особенно актуальна в контексте реализации масштабных программ цифровизации, внедрения новых финансовых продуктов и сервисов, а также повышения требований к операционной эффективности и управляемости изменений. В статье представлена комплексная оценка состояния и уровня зрелости управления проектами в организациях финансового сектора Республики Казахстан, а также проанализированы факторы, влияющие на эффективность функционирования проектных систем. Методологическая основа исследования базируется на комбинированном дизайне, сочетающем количественные и качественные методы. Эмпирические данные получены в результате стандартизированного анкетного опроса 137 сотрудников девяти финансовых организаций, включая банки второго уровня, микрофинансовые и страховые компании. Дополнительно проведены полуструктурированные интервью с 15 экспертами и осуществлен анализ стратегических документов и годовых отчетов ведущих участников рынка. Результаты исследования свидетельствуют о том, что проектное управление в финансовых организациях Казахстана институционализировано преимущественно на уровне базовых организационных структур и регламентов. При этом уровень зрелости проектных практик существенно различается по сегментам рынка и отдельным организациям. Наиболее распространенным является гибридное использование каскадных и Agile-подходов при ограниченном внедрении систем управления портфелями проектов (PPM Project and portfolio management) и инструментов BI-аналитики. В качестве ключевых ограничений развития проектного управления выявлены высокая регуляторная нагрузка, дефицит квалифицированных проектных менеджеров, недостаточно сформированная проектная культура и фрагментированная ІТ-инфраструктура, затрудняющая интеграцию управленческих данных и принятие обоснованных управленческих решений.</p></abstract><trans-abstract xml:lang="en"><p>In the context of the digital transformation of the financial sector and the increasing complexity of the regulatory environment, project management has become a key factor in ensuring the sustainability and competitiveness of financial organizations. In the Republic of Kazakhstan, this issue is particularly relevant due to large-scale digitalization initiatives, the introduction of new financial products and services, and increasing demands for operational efficiency and change management. This study provides a comprehensive assessment of the current state and maturity of project management in Kazakhstan’s financial sector and examines factors influencing its effectiveness. The research adopts a mixed-methods approach, combining quantitative and qualitative techniques. Empirical data were collected through a standardized survey of 137 employees from nine financial organizations, including banks, microfinance institutions, and insurance companies. Additionally, 15 expert interviews were conducted, and strategic documents and annual reports were analyzed. The results indicate that project management is mainly institutionalized at the level of basic structures and formal regulations, while maturity levels vary significantly across organizations. Hybrid use of waterfall and Agile approaches is common, whereas the adoption of project portfolio management (PPM) systems and business intelligence (BI) tools remains limited.
