Исследование направлено на выявление основных проблем в финансировании научных исследований в высокотехнологичном секторе экономики Казахстана в условиях реализации государственной приоритетной политики развития национальной науки. Сложившая на данный момент в Казахстане система финансирования научных исследований не удовлетворяет современным требованиям построения «экономики знаний» на основе эффективного взаимодействия государства, университетов и бизнеса. Установлено, что для Казахстана, как и для многих развивающихся стран, вопросы финансирования научных исследований имеют очень высокую актуальность. В качестве основного доказательства этого факта в статье приведена динамика наукоемкости ВВП Казахстана за ряд последних лет, где наблюдается не только незначительный размер этого показателя, но и неуклонное его снижение. Поэтому вопрос финансирования научных исследований в Казахстане является одним из ключевых в обеспечении дальнейшего инновационного развития страны. Полученные в ходе проведенного исследования результаты представляют практический интерес для уполномоченных органов государственной научно-инновационной политики Казахстана, субъектов инновационной инфраструктуры и предпринимателей в сфере науки и инноваций. Выработанные рекомендации имеют целью корректировку инновационной политики Казахстана в части привлечения дополнительных финансовых ресурсов в реализацию научных проектов, разрабатываемых на базе университетов и научно-исследовательских институтов страны.
The research is aimed at identifying the main problems in the financing of research in the high-tech sector of the economy of Kazakhstan in the implementation of the state priority policy of national science. The current system of financing scientific research in Kazakhstan does not meet the modern requirements of building a "knowledge economy" on the basis of effective interaction between the state, universities and business. It is established that for Kazakhstan, as well as for many developing countries, the issue of financing of scientific research has a very high relevance. As the main evidence of this fact, the dynamics of science-intensive gross domestic product of Kazakhstan for a number of recent years, where there is not only a small size of this indicator, but also its steady decline. Therefore, the issue of financing research in Kazakhstan is one of the keys to ensure the further innovative development of the country in the future. The results obtained in the course of the study are of practical interest to the authorized bodies of the state science and innovation policy of Kazakhstan, subjects of innovation infrastructure and entrepreneurs in the field of science and innovation. The recommendations are designed to adjust the innovation policy of Kazakhstan, in terms of attracting additional financial resources in the implementation of research projects developed at universities and research institutes of the country.
