Білім беруге арналған мемлекеттік шығындардың экономикалық өсімге әсерін бағалау

Білім беруге арналған мемлекеттік шығындар – елдің болашақ дамуына әсер ететін әлеуметтік инвестициялардың маңызды элементі. Білімге бөлінген қаржы экономиканың дамуына және әлеуметтік тұрақтылықты нығайтуға ықпал ететін азаматтық сананы, сыни ойлауды және негізгі кәсіби дағдыларды дамытып, сапалы адами капиталды қалыптастыруға қызмет етеді. Білімді және білікті адами капитал өнімділікке, инновацияға және экономикалық өзгерістерге бейімделуге ынталандырады, ал бұл экономикалық өсімге әсерін тигізеді. Сонымен бірге, білім беруге арналған мемлекеттік шығындарының жеткіліксіздігі экономикалық өсімге қажетті адами капиталды дамытуға айтарлықтай кедергі келтіреді. Зерттеудің мақсаты – 2008–2023 жылдар Қазақстанның аралығындағы білім беруге арналған мемлекеттік шығындарының экономикалық өсіміне әсерін бағалау. Зерттеуге, сонымен қатар, бақылау айнымалылары ретінде тікелей шетелдік инвестициялар мен жалпы жұмыссыздық деңгейі кіріктірілді. Корреляциялық талдау нәтижелері жалпы ішкі өнім (ЖІӨ) мен білім беруге арналған шығындар арасындағы оң корреляцияны көрсетеді, яғни мемлекеттік білім беру шығындарының артуы адами капиталды дамыту арқылы ЖІӨ өсуіне ықпал етеді. Зерттеу нәтижесі білім беруге арналған мемлекеттік шығындардың адами капиталды дамыту, инновациялық және бәсекеге қабілетті экономиканы құру арқылы экономикалық өсімге айтарлықтай әсер ететін стратегиялық инвестициялар екенін көрсетеді. Мемлекеттік басқаруда ұзақ мерзімді экономикалық даму және жаһандық бәсекеге қабілеттілік үшін білім беруге бағытталған тұрақты инвестицияларға басымдылық берілуі керек.
