Шикізатқа негізделген инвестициялардан қосылған құн тізбектеріне: Қазақстан мен Еуропалық Одақ арасындағы инвестициялық ынтымақтастығы

Авторлар инвестициялық ынтымақтастық моделі дәстүрлі түрде ресурстық бағдарланған сипатта қала ма, әлде ішкі және халықаралық құн тізбектерін қолдауға қабілетті неғұрлым әртараптандырылған құрылымға ауысты ма деген мәселені қарастырады. Зерттеу әдістемесі 2015–2025 жж. аралығында Қазақстанға тартылған тікелей шетелдік инвестициялардың (ТШИ) жалпы түсімі бойынша Қазақстан Республикасы Ұлттық Банкінің статистикалық деректерін талдауға негізделген. Өзара байланысты екі концентрация көрсеткіші есептелді: (1) ЕО-27 инвестицияларының инвестор елдер бойынша географиялық шоғырлануын өлшейтін Херфиндаль– Хиршман индексі (HHI) және (2) Қазақстанның негізгі экономикалық қызмет түрлері бойынша жалпы кіріс ТШИ-дің шоғырлануын көрсететін секторлық HHI. Нәтижелерді түсіндіру үшін 2020 жылға дейінгі және одан кейінгі кезеңдерді салыстыру, құрылымдық декомпозиция және жекелеген секторлардың құн тізбектерін дамытудағы маңызын сапалық бағалау әдістері қолданылды. Зерттеу нәтижелері көрсеткендей, талданған кезең бойы ЕО-27 елдерінен тартылған инвестициялар Қазақстанға жыл сайынғы жалпы ТШИ түсімінің шамамен 43–52%-ын құрады, бұл инвестициялық әріптестіктің тұрақты сипатын растайды. Сонымен қатар, ЕО инвестицияларының инвестор елдер бойынша географиялық шоғырлануы төмендеді: HHI орташа мәні 2015–2019 жж. 0,502-ден 2020–2025 жж. 0,385-ке дейін азайды. ЕО-27 елдерінен түскен оң жалпы ТШИ түсімдеріндегі Нидерландтың үлесі де төмендеді, алайда Нидерланд ЕО-дан тіркелген ең ірі инвестор мәртебесін сақтап қалды. Жалпы экономика бойынша кіріс ТШИ-дің секторлық шоғырлануы да төмендеді: HHI орташа мәні 0,295-тен 0,243-ке дейін азайды. Тау-кен өндіру өнеркәсібінің орташа үлесі төмендегенімен, өңдеу өнеркәсібі, сауда, көлік, ақпарат және байланыс секторларының үлесі артты.
