Aim and Scope
Creating an open platform for exchanging scientific information, results of fundamental and applied research of specialists in order to generalize scientific and practical achievements in the field of economics, improve the efficiency of science and education, the quality of scientific publications, develop the system of scientific periodicals and expand their presence in the international scientific and information space.
Training young specialists, professional innovators, who are able to create innovative products and ideas for various sub-sectors of the economy in the future, and carry out analytical development, expert studies. Articles published in the journal conduct marketing research, analyze information, identify key characteristics, identify competitive advantages, and identify risks. The objectives of the journal are to get acquainted with the latest theoretical, methodological and practical achievements of Kazakhstani and foreign authors, to acquire skills, competencies and experience in professional activities in order to train and improve the skills of specialists who meet modern requirements for the development of the economy, society, and improve the quality of education.

Peer-Review
Information for authors
All scientific articles submitted to the editorial office of the journal ‘Bulletin of “Turan” University’ undergo a mandatory ‘blind’ review (the reviewer does not know the authors of the manuscript, the authors of the manuscript do not know the reviewers). Manuscripts are sent to reviewers for evaluation.
- Articles are reviewed by members of the editorial board and the editorial board, as well as by invited reviewers - leading experts in the relevant scientific field. The decision to choose one or another reviewer for the examination of the article is made by the editor-in-chief, deputy editor-in-chief, scientific editor, executive editor. The review is prepared and sent to the editorial office within ten working days upon the receipt of the article.
- Each reviewer has the right to refuse a review if there is a clear conflict of interest that affects the perception and interpretation of the manuscript materials. A reasoned refusal is sent to the editorial office within three working days from the date of receipt. Based on the results of the review of the manuscript, the reviewer makes recommendations about the future of the article (each decision of the reviewer is justified):
- the article is recommended for publication in the present form;
- the article is recommended for publication after correcting the shortcomings noted by the reviewer;
- the article needs additional review by another specialist;
- the article is recommended for publication in another journal;
- the article cannot be published in the journal.
- If the review contains recommendations for correction and revision of the article, the editorial board sends the author the text of the review with a proposal to take them into account when preparing a new version of the article or to refute them (partially or completely). The revision of the article should not take more than one week from the date of sending an e-mail to the authors about the need to make changes. The article modified by the author is re-sent for review.
- If the authors refuse to revise the materials, they must notify the editorial board in writing or orally of their refusal to publish the article. If the authors do not return the revised version after two weeks from the date of sending the review, even if there is no information from the authors with a refusal to finalize the article, the editorial board takes the article out of the register. In such situations, the authors are notified of the withdrawal of the manuscript from registration due to the expiration of the deadline for revision.
- If the author and reviewers have irresolvable contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief at a meeting of the editorial board.
- The decision to refuse publication of the manuscript is made at a meeting of the editorial board in accordance with the recommendations of the reviewers. The article that is not recommended for publication by the decision of the editorial board is not accepted for re-consideration. A notification about the refusal to publish is sent to the author by e-mail.
- After the editorial board of the journal makes a decision on the admission of the article for publication, the editorial board informs the author about this and indicates the publication date.
- The presence of a positive review is not a sufficient reason for publication of the article. The final decision on publication is made by the editorial board. In conflict situations, the decision is made by the editor-in-chief.
- The original reviews are stored in the editorial office of the journal for 5 years.
- The editorial board of the journal sends copies of reviews to the Ministry of Education and Science of the Republic of Kazakhstan upon receipt of the corresponding request.
For the reviewers’ information
Reviewers should adhere to the basic principles, when evaluating scientific articles:
- Reviewer’s consent:
1) for the examination of manuscripts in accordance with the subject specialization appropriate for reviewing;
2) for the timely completion of the review.
- The reviewer must respect the confidentiality of the expert evaluation.
- The reviewer gives an objective and constructive assessment of the manuscript.
- The reviewer cannot use the information obtained during the review process either in his own interests or in the interests of third parties.
- The reviewer should not give infringing or defamatory comments during the review.
- The reviewer should declare the occurrence of potential conflicts of interest, referring to the editorial board, if it is impossible to make a sole decision.

Reviewer Support Policy:
- The reviewer receives points for each written review, providing for a preferential procedure for sole publication in the journal (1 point (for reviewing one article) - 10% discount for publication), while the accumulated points are saved until they are fully used (this item does not apply to reviewers - employees of the University "Turan").
For conducting the review, the editorial board recommends the following review structure:
- The title of the article.
- Compliance with the subject of the magazine.
- Relevance (originality) of the topic of the article.
- Novelty of the research, scientific and practical significance.
- Correspondence of the content to the topic of the article.
- Correspondence of approaches and research methods to the subject of the article.
- The value of conclusions and results.
- Style of presentation (grammar, clarity).
- Compliance with the technical level (illustrative).
- Validity of the use of literature.
In general, the review should contain a competent analysis of the material of the article and an objective reasoned assessment with clearly justified comments and recommendations.
The authors of the articles are given the opportunity to read the text of the review (without information about the reviewer).
The original reviews are kept in the editorial office for five years from the date of publication of the article.
In the summary part of the review, the following recommendations can be used as the conclusion of the reviewer:
- the article is recommended for publication in the present form;
- the article is recommended for publication after the shortcomings noted by the reviewer are corrected;
- the article needs additional review by another specialist;
- the article is recommended for publication in another journal;
- the article cannot be published in the journal.
Ethical principles in the activities the reviewer’s activity
The reviewer carries out a scientific examination of copyright materials, as a result of which his actions must be unbiased, consisting in the implementation of the following principles.
The reviewer should agree to review only those articles that he has sufficient knowledge to evaluate and which they can review in a timely manner.
The reviewer must respect the confidentiality of the review and not disclose any details of the article or review during or after the review to anyone except those authorized by the editors (for example, the editor).
The manuscript received for review should be treated as a confidential document that cannot be transferred for review or discussion to third parties who do not have permission from the editorial board.
The reviewer is obliged to give an objective and reasoned assessment of the stated results of the study. Personal criticism of the author is unacceptable.
Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes.
The assessment should be carried out objectively, the conclusions should be clearly formulated and reasoned so that the authors can use them to improve the work.
Principles to be followed by the author of scientific publications
The author (or a team of authors) is aware that they bear the primary responsibility for the novelty and reliability of the results of scientific research, which implies compliance with the following principles.
The authors of the article should present reliable results of the research. Obviously erroneous or falsified statements are unacceptable.
Authors must ensure that the research results presented in the submitted article are completely original. Borrowed fragments or statements must be formalized with the obligatory indication of the author and source. Excessive borrowing, as well as plagiarism in any form, including loose quotations, paraphrasing, or appropriation of rights to the results of other people's research, is unethical and unacceptable.
It is necessary to recognize the contribution of all persons who in one way or another influenced the course of the study, in particular, the article should provide links to works that were important in the conduct of the study.
Authors should not submit to a journal an article that has been submitted to another journal and is under consideration, as well as an article that has already been published in another journal. Submitting an article to multiple publications at the same time is unethical and unacceptable.
All persons who have made a significant contribution to the study should be indicated as co-authors of the article. Among the co-authors, it is unacceptable to include people who did not participate in the study.
The author submitting the article must ensure the consent of all co-authors (if any) with its final version and with its submission for publication in the journal.
If the author finds significant errors or inaccuracies in the article at the stage of its consideration or after its publication, he/she should notify the editors of the journal as soon as possible.
The journal reserves the right to reject any manuscript submitted for publication that does not comply with the above principles.
The source of research funding, if any, should be declared and identified, and its role in conducting the research and/or preparing the article should be stated.
Publication fees
The journal "Bulletin of the University " Turan" is an open access journal. However, the publishing process is associated with costs, including the cost of processing manuscripts for peer review, editing, publishing, archiving, and providing a single (paper) copy to the author. A publication fee is charged to cover these costs. Publication fees can be paid by both the research funding organization and the author.
The corresponding author pays the cost of checking the manuscript for plagiarism - 2000 tenge. (Requisites)
The cost of publication is 45,000 tenge for the publication of one manuscript with the issuance of the author's (paper) copy (Requisites), also 2000 tenge for registration and activation of the DOI in the article (Requisites).
The corresponding author is responsible for making the payment approved for publication of the article in the journal, is obliged to make payment within two working days from the receipt of a positive opinion from the editorial board of the journal and send receipts of payment in pdf format to the email address of the editors vestnik@turan-edu.kz.
Publishing Ethics
The editorial board of the journal adopts the following ethical standards for publication.
Principles of professional ethics in editor and publisher’s activities
When making a decision on publication, the editor of a scientific journal is guided by the reliability of data and the scientific significance of the presented work.
The editor has to assess the intellectual content of manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship, social or political status of the authors.
The manuscript cannot be published if there are sufficient grounds to consider to be plagiarism.
No claims should be left unanswered related to the reviewed manuscripts or published materials by the editor, he/she will have to take all necessary measures to restore the violated rights if a conflict situation is detected.
The editor can reject the article independently, without peer review, if it is not relevant to the subject of the journal or the required level of quality. This decision must be impartial, based solely on the content of the article, and the criteria for making such a decision should be clearly stated to the author.
The editor, employees of "Turan" University, and members of the editorial board can submit their own manuscripts. These manuscripts should be evaluated impartially as well as any other manuscripts.

It is necessary to recognize the contribution of all persons who somehow influenced the course of the research, in particular, the article should contain links to works that were important during the research.
Authors should not submit to the journal an article that has been sent to another journal and is under review, as well as an article that has already been published in another journal. Submitting an article to multiple publications at the same time is unethical and unacceptable.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
The editorial board of the “Turan University Bulletin” checks the manuscript material without fail using the StrikePlagiarism.com license system. The degree of originality of the text of scientific articles should be at least 85% or more. In this case, the similarity coefficient 1 and the similarity coefficient 2 should not exceed 20% and 2%, respectively. In case of exceeding the number of similarity coefficients, the editorial board acts in accordance with the COPE rules.
If a slight excess of the similarity coefficient is detected, the authors are given the opportunity to correct and send the manuscript for re-checking.
If the results of the originality check are positive, the manuscript is sent for further double-blind peer review.
Plagiarism in all its forms is unacceptable and results in immediate rejection of the article, as well as possible sanctions against the authors. Authors of an article in which a provable fact of plagiarism with a volume of more than 50% was found or a fact of manipulation with the text was found are not allowed to submit articles to the journal for the next 3 calendar years either as an author or as a co-author.
Preprint and postprint Policy
In the process of article submission the author should confirm that the article has not been published or has not been accepted for publication in another scientific journal. When referring to an article published in the journal "Bulletin of the University "Turan", the publishing house asks to place a link (full URL of the material) to the official website of the journal.
Articles previously posted by the authors on personal or public sites, not related to other publishers, are allowed for consideration.
