Көлік инфрақұрылымның негізгі және маңызды элементі болып табылады, сондықтан қоғамдық өндірістің тиімділігін арттыру үшін экономикалық кеңістіктің байланысын қамтамасыз ету мақсатында көлік инфрақұрылымын, сапалы көлік қызметтерін дамыту қажет.
