Жоғары оқу орындарын қаржыландырудың үлгілері мен механизмдері: салыстырмалы талдау және Қазақстанның орны

Өзектілік: ЖОО-ны бюджеттік қаржыландыру үлгісі мен механизмдерін таңдау жоғары білімді мемлекеттік басқарудың маңызды мәселелерінің бірі болып табылады. Мақсаты: әлемдік тәжірибеде қолданылатын жоғары білімді қаржыландырудың базалық үлгілері мен механизмдерін салыстырмалы талдау жүргізу және Қазақстан жүйесінің осы типологиядағы орнын анықтау. Методология: салыстырмалы, құрылымдық және институционалдық талдау әдістері қолданылады. Нәтижелер: ЖОО-ны қаржыландырудың базалық үлгілері мен механизмдері жүйеленді; бес елдің тәжірибесі бойынша салыстырмалы талдау жүргізілді; Қазақстан жүйесі халықаралық типологияда шығын бағдарлы (input) сметтік-формулалық механизмі басым институционалдық үлгі ретінде позицияланды. Практикалық маңыздылығы: нәтижелер ҚР ЖОО-ларын бюджеттік қаржыландыру механизмдерін жетілдіру бойынша шешімдер әзірлеуде пайдаланылуы мүмкін.
