The main employment trends are formed under the influence of structural transformations in the economy. The aim of this article is to determine the trends in the Kazakhstan labor market development in in the context of economy transformation over the past 10 years by studying the dynamics and structure of employment, depending on changes in the structure of republic’s gross domestic product. Generalization, comparison, economic-statistical (horizontal and vertical) and correlation analysis served as the main research methods. The statistical base of the study was the indicators of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan on employment and gross domestic product by type of economic activity for 2011, 2016 and 2021. During the study, it was determined that there is a pronounced (noticeable) direct statistical relationship between trends in the labor market and trends in the structure of the economy. It was revealed that the trends in labor market development in Kazakhstan are determined and depend on the trends of change and transformation of the economy structure. During the period from 2011 to 2021, the country's economy was transformed, namely, the share of the tertiary sector increased. The same trend is observed in the labor market. Thus, wholesale and retail trade, transport and warehousing, real estate transactions account for almost a third of the country's GDP. At the same time, the number of people employed in these areas is a quarter of the total number of employed. These sectors account for the highest labor productivity rates along with the mining industry. Interest in the service sector on the part of employed Kazakhstanis is growing, while in agriculture, forestry and fisheries is falling. The results of the study can serve as a scientific justification for the implementation of an effective policy in the field of labor and employment.

The relevance of the topic under study primarily affects the quality and standard of living of Kazakhstani society in conditions of crisis and uncertainty, where the food market and its provision is a priority task of the state. In the conditions of COVID – 19 the weaknesses of the domestic market and, first of all, the food market were revealed. Based on trends in 2022, the world market needs food supplies, including environmentally friendly and healthy food. Historically, our country is an agrarian country and has renewable resources for growing and processing agricultural products. The development of the agricultural sector will strengthen the state food system, create a basis for the country's food security and increase food exports to other countries, especially to border states where logistics have already been established.During the pandemic in April 2020, there was a record decline in oil prices due to the shutdown of many industrial complexes in all countries of the world. At the same time, the need for food has only increased. The tense geopolitical situation in the world, the introduction of tough sanctions against Russia, and the ban on the export of food products by Russia led to a situation of food shortages and a sharp increase in food inflation not only in developing countries but also in the EU countries. In conditions of uncertainty and risks, the priority for the state is to provide society with food to maintain an adequate standard of living and continuously improve the quality of life of the population of the country.
In general, economic security means high-quality satisfaction of the needs of the population in the nature of the national economy. Today, one of the priority issues for environmental reasons, etc., can be called food security. That is, physiologically complete coverage of the population with food determines its activity during the life period. At the same time, it shows the political independence of the state in ensuring economic stability. Therefore, if no state strives for a high-quality full provision of food security for its people, it is impossible to talk about other security considerations, that is, political, economic, national security. The issues of food security of the state are the main conditions for ensuring the general security of the population. In this context, the state is implementing plans to ensure food security, increase food security indicators, reduce the costs of the population for food products and provide consumers with safe products. This article analyzes the factors affecting the state of economic and food security of the country that have occurred in the world. The main threats to economic security have had a significant impact on the Republic of Kazakhstan. It should be noted that any of these security measures requires a fundamental analysis of the relevant conceptual proposals and the development of measures related to the state and business. Therefore, the purpose of the article is a comprehensive discussion of economic and food security issues and summing up. Based on the study of the state, the state of food security, economic, analytical, statistical methods focused on a systemic orientation were used. The findings of the study can be used for the social and economic development of the country, in measures to combat the pandemic.
Despite the presence of favorable conditions for successful farming, the pace of the ongoing process of migration of rural residents to large cities of the republic is not decreasing. The relevance of the research topic is explained by the need to identify the causes of this paradox in Kazakhstan and create a set of necessary measures to eliminate them. The severity of this problem is also aggravated by the insufficient degree of implementation of state measures to develop the social infrastructure of rural areas. The purpose of the study is to analyze indicators of the level of economic development and the level of provision with social infrastructure that affect the demographic situation in rural settlements. The research methodology uses a systematic approach to the study of indicators characterizing the well-being of the rural population, the quality of life and the evaluation of the effectiveness of programs aimed at improving the rural economy. The issues of analyzing the current state of rural settlements in Kazakhstan in order to take the necessary state measures in the direction of improving the infrastructure of rural settlements are considered. The analysis of state programs for the development of agriculture in Kazakhstan allows us to identify the types of problems that arise in the socio-economic development of rural areas. It is recommended to develop new ways to solve problems in the development of rural areas through the use of innovative methods to stimulate the rural population to increase effective employment, the development of mass entrepreneurship in villages.
In the article, based on the public reporting materials of JSC «Agrarian Credit Corporation» for the period from 2017 to 2021, its activities as a development institution that finances agricultural entities are analyzed. A sufficiently detailed assessment of the financial condition of the Corporation itself was carried out. Financial and operational indicators are studied in dynamics, changes in the assets, liabilities and capital of the corporation, as well as the final financial results of the Corporation’s activities are shown. The changes in income and expenses of the corporation were studied and assessed, which made it possible to substantiate the level of efficiency of its activities. As a result, the indicators of the effectiveness of the use of assets ROA and the indicator of the efficiency of the use of equity ROE were calculated, which are characterized by high values. It was noted that in order to expand the coverage of agribusiness entities with credit funds, the Agrarian Credit Corporation uses various financial instruments: direct lending and funding of financial institutions. The volumes of borrowings are considered in dynamics and their importance in increasing the amount of financing of agricultural producers in the industry is shown. Such borrowing made it possible to identify the main creditor of the Corporation, which annually provides loans for lending to spring field and harvesting work through the Ministry of Finance of the Republic of Kazakhstan and loans from other financial institutions for subsequent lending to agribusiness entities. This indicates that this corporation will continue to act as the main financial institution for the development of agriculture.
The agrarian sector of the Republic of Kazakhstan as the most important branch of the country's economy is a key element of the national security system that ensures food security of the population. Now there are many serious problems in the agricultural sector. The population living in rural areas is enthusiastic about moving to cities. The reasons for this are the low quality of life and the poor state of infrastructure in rural areas, as well as the low level of interest in the agricultural sector among rural youth and low wages. These structural problems have led to a decrease in the share of the agricultural sector in the country's economy and have resulted in many agricultural products being imported from neighboring countries to meet the level of demand for food. In turn, we believe that one of the most important ways to increase labor productivity in the agricultural sector is measures aimed at improving the human resource capacity of rural areas. Regardless the level of technological advancement the world around us is, the main element of the labor market is the workforce. The aim of the article is a gender assessment of human resources potential of the agricultural sector. If to pay attention to the structure of human resources potential in the labor market, the majority of industries in rural regions employ male citizens. The reason for this is the specific features of the agricultural production sector (high labor intensity of the working process, irregular working hours, etc.). However, at present there is also a low tendency to increase the number of women employed as managerial personnel in the production enterprises of the agrarian sector or engaged in activities not directly related to the production of agrarian products.
Despite the fight against gender inequality, this problem is still relevant in countries with economies in transition and requires further efforts. Conventional traditional gender stereotypes in the minds of people hinder the gender equality in almost all areas. At the same time, the consequences of gender bias on the economy and society remain insufficiently studied. The purpose of the study is to compare gender stereotypes in relation to the traditional distribution of responsibilities between men and women in the countries of Central Europe (CE) and Central Asia (CA). Two hypotheses were put forward, which were confirmed by the results of a regression-correlation analysis of secondary information on the Life in Transition Survey project, carried out by the European Bank for Reconstruction and Development in cooperation with the World Bank. The study's results will contribute to the pool of research on gender inequality and develop recommendations for adjusting social policies in states with transformational economies. The research methodology includes general scientific methods (positive and normative approaches) and applied methods (quantitative analysis). Based on the responses of three thousand four hundred five (3405) respondents from Central Asia and three thousand four hundred and sixty four (3464) respondents from Central Europe, a regression analysis was performed. The study results showed female respondents from Central Europe have weaker gender stereotypes than participants from Central Asia. The study's results will contribute to the challenge of generating employment growth, reducing vulnerable employment, and improving decent work opportunities in Central Asia.
TOURISM: WORLD EXPERIENCE
The relevance of the study arises from the need to reconsider the role and importance of youth in the conditions of a constant increase in the volume of international tourist flows; the need for the formation of innovative forms of tourism entrepreneurship; the insufficient research to determine the effectiveness of the business models of Kazakhstan’s tourism enterprises. The aim of the study is to identify the problems of functioning of the current business models of tour operators and travel agencies, as well as to study the trends in the development of youth tourism in Kazakhstan. The general scientific methods were used, including the descriptive method, methods of analysis, and the method of interviewing experts, generalization and structuring. The article identifies the most characteristic business models used in the Kazakhstan tourism industry, including in the framework of the implementation of services in the field of youth tourism; identifying factors that hinder the successful operation of business models in the country’s tourism market, as well as barriers to the development of youth tourism. Promising areas of youth tourism and innovative forms of business models are also proposed: B2B startups; development of niche types of tourism; crowdfunding and crowdsourcing; shared ownership; integration model; selling tours through social networks; specialization in developing customized products. This study may be useful for tour operators, travel agencies, accommodation and catering facilities, and other organizations interested in youth tourism development for effective planning and organization their activities.
PLATFORM OF YOUNG RESEARCHER
The adoption of the concept of “sustainable development” necessitated the search for ways to achieve sustainable goals, the definition of directions for the transformation of economic relations, and the emergence of a new term: “green economy”, or “green finance”. Through the transition to a “green” economy and “green” financing, the Government of Kazakhstan will be able to fulfill an important task – the development of a new financial system. Financing of green projects contributes to improving the quality of life in society; aims to preserve natural resources and the environment. The main purpose of the scientific article is to determine the sources of investment to finance the “green” economy of Kazakhstan today. The following research methods were used: general scientific research methods, and quantitative methods of statistical, causal, and comparative data analysis for analyzing the current state of green finance in Kazakhstan and identifying problems with green finance. Research results show that in the Concept for the transition of Kazakhstan to a “green” economy, the corresponding investments are estimated at approximately $3-4 billion, or about 1% of GDP per year. The most active green projects are being developed in Akmola, Atyrau, Kostanay, and Zhambyl regions. Research findings suggest that a “Green” transformation of the economy is impossible without the implementation of the principles of responsible investment (PRI). The results of the study will be helpful for entrepreneurs and business entities engaged in the green finance industry or for government agencies responsible for the development of green infrastructure in Kazakhstan.
Recently, ESG ratings have become increasingly relevant. They are one of the indicators that allow you to track how much the company pays attention to environmental, social and managerial factors in its activities and what risks it carries. Since ESG presupposes environmental, social, governance, that is, the environmental environment, social policy and management, these components relate to the activities of each economic entity and should be regarded as fundamental in assessing the effectiveness of their activities and the results of their policies. Many people mistakenly believe that ESG factors and their implementation concern only companies in various sectors of the economy engaged in the use of resources and production. However, in reality, these criteria should be implemented for the purpose of sustainable development by all economic entities, including financial institutions and, first of all, banks. In relation to borrowers, banks can use ESG ratings as an additional analysis of the client’s creditworthiness. Thanks to these ratings, banks contribute to strengthening business protection of the environment. If a company actively pollutes the air or throws out waste, does not comply with social and corporate norms and its ESG rating is low, it will be more difficult for it to get a loan from a bank. Similarly, banks that finance the activities of companies with a low ESG rating run the risk of getting the same low ESG rating themselves, which is fraught with undermining the bank’s image and reputation, followed by an outflow of deposits and an increase in the risk of bankruptcy. The article evaluates the ESG rating by various methods and concludes that it is necessary to standardize indicators and universalize ESG rating indicators.
The crisis caused by the spread of COVID-19 coronavirus in the world has led to global changes in almost all spheres of human activity, including food production and agriculture. This article analyzes the impact of the coronavirus COVID-19 pandemic on the level of development of agricultural enterprises in the East Kazakhstan region. The solution of the national food problem largely depends on the intensive development of the subcomplex of grain products of the backbone segment of the agro-industrial complex. The priority of this sector of the agro-industrial complex is due to the strategic importance of grain, due to the constant need for it of various agro-food structures and on its basis of food products of the population. In this regard, there is an objective need to substantiate promising directions for the development of the grain products subcomplex, taking into account modern principles of achieving targets. Given the complexity of the socio-economic conditions of the current period, the subcomplex of grain products in the most popular sectors of the national economy is included in the agricultural cluster. In this regard, the priority direction of the national policy is not only to prevent a recession in various sectors of the agricultural sector, but also to ensure an increase in output both to fully meet domestic needs and to increase exports. Such an approach requires the combined efforts of all subjects of the agro-industrial complex, coordination of activities and a purposeful focus on achieving a high final result. The article notes that the development of production in the sectors of the economy of Kazakhstan requires the search and use of new, more effective forms of production and economic activity. One of the main methods of solving this problem is the integration of commodity producers, which allows combining all the links of the reproduction cycle in a single complex in the technological chain “processing of raw materials – production of finished products”.
EDUCATION AND TRAINING: METHODOLOGY, THEORY, TECHNOLOGY
The paper analyses the current situation in sphere of STEM graduates’ employment in Kazakhstan who obtained higher and postgraduate education with the STEM profile (science, technology, engineering and mathematics) in 2021. The aim of this study is to model the trajectories of STEM graduates directly after their graduation and assess the proportions of labor flows in the context of the national labor market of Kazakhstan. For the research, official statistics from the Bureau of National Statistics on the labor market and universities performance are used. The results of the analysis show that the majority of STEM graduates in Kazakhstan directly after graduation is employed with no connection to the STEM profile of activity. At the same time, for the vast majority of those who get a job related to the STEM profile after graduation, the job is not directly related to the profile of the received education. It has been found that annual enrollment in the STEM segment of the labor market can potentially affect only less than half of the graduates of STEM programs at both undergraduate, graduate, and PhD levels. Statistical data in conjunction with the results of previous qualitative studies made it possible to assess the prerequisites of graduates who focus on the effective use of acquired skills in the labor market. There are disparities associated with the number of STEM graduates, their desire to start a career in STEM fields and the employers’ practice of hiring. Further trajectories of empirical research in STEM training and further employment are suggested, taking into account the limitations of the data sets.
