Abstract
The given paper is devoted to the exploring foreign market entry strategies as ways of international business expansion. Being in the situation of increasing globalization, many firms attempt to expand their businesses into foreign markets that confirms the relevance of the research issue. International expansion provides opportunities for the growth of the company, helps to increase competitiveness and facilitates access to new product ideas. However, providing a lot of opportunities, internationalization for a firm is a process associated with many risks, and without clear strategy the internationalization is unlikely to be successful. There are many important questions that need to be solved before entering a target market, including foreign market entry strategy selection. When entering a foreign market, a market entry mode should be selected, which is a vitally important decision for a small sized company. Choice of a proper entry strategy is a basic and imperative part of the vital choice a firm needs to make when investing abroad. In this article, it is considered in detail the conceptual research model of the key foreign market entry strategies in the context of their impact on the companny’s export performance and in consequence, the impact of international business expansion.

Abstract
In modern conditions of the widespread integration of digitalization in the most diverse spheres of human activity, competition takes on a new character. Rapidly changing technologies affect not only the effectiveness of an individual business but also each country and its readiness for a digital future. The ability to adapt to the processes of globalization and technological transformation is the essential factor in the country's stable development and the formation of a digital economy. Digital transformations taking place in the world are encouraging countries to form and develop new competitive advantages. Since 2017, the Swiss business school IMD has been publishing the World Digital Competitiveness Rating, which assesses the transformation of the economies of the world through the introduction of digital technologies in the practice of government, business and society as a whole. There is no doubt that the countries that create and adopt new technologies show flexibility to innovations, push the boundaries of knowledge, will demonstrate high rates of digital competitiveness. This article analyzes the position of the Republic of Kazakhstan in the World ranking of digital competitiveness from 2017 to 2019 according to the leading indicators. The strengths have been identified on which our country is ahead of the global digital leaders. Moreover, identified weak positions, which are indicators that require special attention from the state and society to increase the competitiveness of the Kazakhstan digital economy.

Abstract
In the article the author substantiated an actuality of the research topic, showing the importance of dynamic development of innovation sphere and revealing the connection of Global Index of Human development with Global Index of Competitiveness and Global Index of Innovations as well. The dynamics of the main innovation indicators of the Republic of Kazakhstan from 2013 to 2018 and its innovation potential are analysed. Dynamics of Global Innovation Index of RK is done by 80 indicators, highlighting 2 main sub-indicators the index of resources and conditions for innovation and the index of results achieved in innovation and 7 main positions like institutions, human capital and researches, infrastructure, market development level, business level, knowledge and technological results, creative output. By each of components was determined strong and weak positions of Kazakhstan’s Innovation Rating, in comparison with other countries leaders of the rating. The author emphasizes that the analysis of innovation activities of the countries leading in the world ranking clearly demonstrates an increase in expenditures on research and development, which can ensure GDP growth in the long term. The weak point of Kazakhstan in the rating is the average research and development expenditures of the world's three largest companies, absence of venture capital funds, and a significant technological lag behind the countries leading in the rating. The investment position of Kazakhstan in the global competitiveness ranking is studied, the prospects of development of innovative potential of Kazakhstan, the proposals and recommendations that, in the opinion of the author, can help to raise the innovation rating of the Republic are given.

Abstract
The sustainable innovative and technological development of the Kazakhstan economy is associated with the development of industry, the scientific and technological sphere, the banking sector, and small and medium enterprises. Only through the joint efforts of industrial companies, innovative small and medium-sized enterprises, research institutes and government agencies can a technological breakthrough be implemented for the implementation of projects of Industry 4.0. In the Kazakhstan economy, favorable prerequisites for this process are emerging, having an external and internal nature of origin. Therefore, it is especially important to effectively use your competitive advantages. However, the technological chain within the framework of entrepreneurial partnerships is complicated by the presence of business entities from other industries, research laboratories, which are located around the world. Areas of cooperation in such alliances are distinguished by the outstripping pace of innovation due to stimulating digital development programs, which form a continuous closed cycle of analytical work. The Kazakhstan business sector has every reason to reach a high level of scientific and technological development. As an analysis of economic indicators has shown, the country's economy has a positive trend, which has a favorable effect on the possibility of expanding capital inflows in industries with a high degree of risk. Technological innovations and technological integration are considered by specialists as mechanisms of technological management of an advanced level.

Abstract
In modern practice, in the process of searching for the most optimal variant of interaction between the state and private structures, there is a wide variety of forms, types and models of public-private partnership (PPP). Throughout the entire period of transformation of the economy of Kazakhstan, many of them were underestimated, even though they cover the essential aspects of society and ensure their harmonious development. In conditions of innovative development, this type of interaction between government and business will receive a new impetus in the development and application of new forms of public-private partnership that meet modern realities. It should be noted that the conditions of contractual relations in our country, as a rule, are incredibly complicated and unstable. All this requires the creation of such a contractual procedure, which would incorporate the whole general scheme of the main elements of such agreements, taking into account their features. Compared with foreign countries that are at the same stage of development of the public-private partnership market with Kazakhstan, there are some features in the Kazakhstan economy. This is a reasonably stable national economy; the state has funds and a desire to invest them in infrastructure projects. In terms of legislation and guarantees to investors, some significant reforms have been carried out; the state is quite ready to take on the commercial risks of the project. All this as a whole creates favourable conditions for the investor, which can now focus on minimizing other risks and solving other problems.

Abstract
This article reveals in detail the socio-economic content of the "green economy". The main reasons for the transition of many countries to the development of “green economy” are established. The definition and basic principles of the development of “green economy”, which were defined by the United Nations Environment Programme (UNEP), have been clarified. The Concept of “green economy” adopted at the UN Conference on sustainable development (RIO+20), as well as the Concept of “green growth”of the Organization for Economic Cooperation and Development (OECD) Ale considered separately. The experience of some developed countries actively pursuing the policy of “green economy” development in their economic activities is studied. Thus, the author proves that “green economy” is a new direction of economic activity. Precondions, conditions and necessity of transition of the Republic of Kazakhstan to development of “green economy” are defined. Seven priority directions of development of “green economy” which approved in the Concept on transition of the Republic of Kazakhstan to “green economy” are specified. Three stages of realization of the Concept on transition of the Republic of Kazakhstan to “green economy” are revealed. The goals and target indicators of the development of the “green economy” in the country until 2050 are considered. The necessity of significant transformations is substantiated: structural reforms of budget, tax, environmental and scientific-technical policy, resource-saving policy of nature management. On the basis of the analysis, the author proposes measures for the further development of “green economy” in Kazakhstan, the implementation of which will allow our country to avoid the environmental crisis.

Abstract
Fast development of communication on the one hand and active search for the ways to influence the decision-making process of consumers on the other by manufacturers and product sellers bring to increased division of labour in advertising. Advertising market is becoming one of the most dynamically developing sectors of any country and its significance on the growth of product markets is always rising. Advertising market of Kazakhstan is a developing segment of the national economy. Changes in advertising market depend on various factors. This article analyses the current state and future development of the advertising market based on collection and analysis of theoretical and practical states of development of advertising as a marketing channel of spreading information about products or services. The works of local and foreign scholars, statistical reports of the Statistics Committee, analytical reports of IMSI Elim marketing agency that makes research on advertising market development of Kazakhstan were studied. It should be noted that advertising market of Kazakhstan is continuing to experience changes and the budget restructuring in future will be in favour of internet advertising. According to the results of the research, we conclude that there is a deceleration in growth of the volume of advertising services as a whole, especially in outdoor advertising and radio segments, which arise the necessity of transition of traditional mass media into worldwide web, which provides wider opportunities for advertisers and enhances the direct communication with target audience.

Abstract
This article provides a theoretical overview of the definitions of positioning, the process of forming a strategy for placing a product in the desired position in the minds of target consumers, as a choice of competitive advantages that ensure business competitiveness. The authors substantiate the conclusion that, despite the existing variety of positioning definitions of various experts, most of them argue that the purpose of positioning is to provide a favorable difference from similar products on the market, creating a unique and favorable image in the minds of target customers. The authors point to the need to plan a position based on the difference between the company's products from competing products and providing the greatest strategic advantage in the target markets. The criteria for determining the company's position relative to competitors based on objective and subjective characteristics are considered by the authors. The reason for the choice can be unique characteristics, special properties, or the method of using the product, which favorably distinguish the product from the competitor's offer. The article substantiates the need for periodic review of the positioning strategy due to the exposure to changes in market conditions, the balance of forces in the market and, consequently, the high threat of loss/deterioration of their own positions. The authors argue that in conditions when there is increasing competition, and the previously used strategy is no longer relevant, the required selectivity and a narrowing of goals.

Abstract
Labor resources are currently the main potential of the subject of a market economy. Maintaining by the subject its market niche undoubtedly implies the need for a strategic approach to the personnel management system and, as a result, the formation and implementation of a balanced personnel policy of the enterprise. The development and application of innovative technologies of strategic management in the field of personnel management are priority success criteria for any organization. For the implementation of corporate goals and the formation of the necessary conditions for decision-making that would satisfy both the organization and personnel, personnel policy is an important element of management. It is an indicator of how feasible the general strategy of the organization is and an indicator of what needs to be adjusted in working with staff. Currently, the process of developing an effective personnel policy is able to become an impetus for the formation and achievement of the organization's strategic goals, which are focused on the future, allowing to predict and minimize risks in all areas of its activities. The high importance and status of the organization’s employees, as well as its uniqueness, are undoubtedly confirmed by the personnel policy. Personnel policy was created to merge the efforts of all personnel of the enterprise to solve the tasks. In the aspect of the modern innovative economy, the personnel policy should coincide with the concept of enterprise development and be considered as an important strategy for effective personnel management.

Abstract
There are several objective reasons that are important to raise the issue of state regulation of regional employment and unemployment. These concern the current global financial and economic crisis, the consequence of which for many citizens is the loss of a job or the loss of most of the source of income, the choice of a new way of innovative development of the country and the opportunities of the population, as intensive innovative development directly affects the diversification of the economy and the complete change in the labor market, the level of employment. The ability of citizens to adapt to the modern development system must also be in line with these changes. Solving the problem of unemployment in the regional labor market, employment is one of the main functions of state policy. The article investigates the development of the labor market of Kyzylorda region, reflecting the overall socio-economic potential of the state. Rapid changes in the modern labor market require flexibility of the state policy. Only the state regulation of the economic and social system, employment of the population will allow to achieve strategic reforms of society as a whole. The main object of the study of the regional labor market will be identified problems of discrepancy between the professional and qualification structure of demand and supply of labor in the labor market of Kyzylorda, insufficient adaptation of the vocational training system to the requirements of the labor market, incontinence of migration flows of young people from rural areas to the city.

Abstract
Population migration is a social process that is diverse in its forms and results. This issue needs to be carefully studied, as it affects the development of the country's economy, the state of the national and local labor market. Population migration as part of territorial movements affects gross domestic product (GDP). Criteria for identifying population migration - type (repatriation, re-emigration); type (episodic, pendulum); form (due to natural disasters, due to political persecution); causes (group, mass, individual character); stages of migration. The growth of research on this issue is caused by the constant expansion of migration, new documents, such as the Global Migration Pact, ratified by the UN General Assembly. Population migration is correlated with the labor market. Migration is a global reality. This includes the competition of foreign workers with Kazakhs for vacancies, the impact of migration on the level of wages, migrant transfers-transfers that contribute to the growth of consumption and savings. Labor migration is a natural regulator (factor) of employment. Migration is a constant process that changes with changes in the socio-economic situation in the countries of departure and arrival. Migration processes and their consequences (high demand for labor, high wages) reflect the prospects of the republic and regions in terms of economic growth, investment, income and taxes. The authors calculated the indicators of gross migration of the Republic of Kazakhstan on the basis of data migration of the working age population, as reflected in the Bulletin “Demographic statistics”, as well as the intensity factors at the arrival and departure rate of migration growth in regions of the republic.

Abstract
The article considers the development of the agro-industrial complex of the Republic of Kazakhstan, including the Republican program aimed at the development of the agro-industrial complex and designed for 2017-2021.The program identified the main indicators of achieving the intended goal. The agro-industrial complex is not only a sector of the economy for the production of food and raw materials, but also provides a large number of jobs and it is one of the components for ensuring food security of the country. In the framework of the program of development of agro-industrial complex of the country indicators of agricultural production are considered, the main types of agricultural products are identified and analyzed, data characterizing the volume of production in the priority agricultural products is provided. For the analysis, 20 types of agricultural products were selected for the designated categories and the indicators of agricultural production and the dynamics of their changes were considered. Types of agricultural products were identified and divided by categories, depending on the implementation of target indicators. Based on the analysis results of agricultural production, the target indicators of agricultural production can be divided into 3 categories. Positive foreign experience has been studied to develop new approaches for evaluating the effectiveness of government programs. Foreign experience shows that many countries use the program-target method based on integrated planning in the implementation of state programs as a reliable tool for budget planning.

Abstract
The article discusses certain aspects of the current state of the food market and consumer behavior of the population of Kazakhstan. The effect of factors affecting the food market is revealed in close connection with measures to implement state programs, which involve significant government subsidies and subsidies for the development of own food production. The analysis of the growth rate of the retail trade of the Republic of Kazakhstan, indicators of mutual trade by regions, the structure of consumer spending, the structure of consumption of basic food products is carried out. The differentiation of the level of food deprivation by type of terrain is shown. The values of the indicator “acute food insecurity” are given in comparison with other countries of the world. The results of the influence of the digitalization factor on the development of trade through online services are considered. Conclusions are drawn about the need to develop a model of marketing management of food markets in the context of the growth of solvent demand of the population, development trends of the world market. Possible active and passive scenarios of the development of events take into account the factors that determine the development of the food market and the food industry. The development of the domestic food market should take place against the background of the development of the market for alternative energy sources, taking into account the policies of neighboring countries, intensification of work to achieve global trade agreements to protect their own sales markets, optimize the use of resources, and increase the information security of market entities.

Abstract
The main directions in the development of agricultural production (agro-industrial complex) at the present stage of development of most economic systems are livestock and crop production. For the Republic of Kazakhstan, both directions are fundamental for the relevant industry. Analyzing the development of the country's economy, it can be seen that the above-mentioned areas have changed quite significantly and are changing from the position of implementing ideas and projects. The most important decision in the development of the modern agro-industrial complex was the creation of regional agro-industrial corporations (holdings). The article considers the possibilities of implementing measures to improve the economic efficiency of the limited liability partnership "Experimental oilseed farming". In order to increase the level of innovative potential of the enterprise, as one of the main actions, it is planned to launch an additional shop to expand the markets for the sale of products. Based on the results of the study, it can be reasonably argued that the project brings economic benefits to the enterprise, and it is expected to achieve payback in the shortest possible time. The possibility of increasing human resources was also considered. According to the results of calculations performed in the scientific research, the level of human resources potential at the present stage of enterprise development is average. The implementation of the proposed measures will further increase the level of innovative potential of this enterprise.

Abstract
The way to increase the competitiveness of the economy of regions and the state as a whole in the conditions of globalization is the increase of the export potential of small and medium-sized business, changing its structure towards increasing the share of finished products. This problem is particularly acute in the agricultural sector, which is currently the so-called problem key points, which include the milk processing industry. The industry has quite a wide range of problems, primarily related to the low availability of raw materials of milk, and as a consequence of this low load of production facilities. In the article it is considered the current state of dairy cattle breeding, it is analyzed the number of cattle in various forms of farms. The dynamics of volume of milk production in all categories of farms of the Republic on the basis of statistical data for 2014-2018 is presented. It is revealed that at the processing enterprises with the production of dairy products there is a shortage of raw materials, its low quality, work with small suppliers. The inefficiency of small business subjects in the production of ecologically safe milk and processed products is noted. In the article it is analyzed the production and processing of dairy products in the republic and in the Pavlodar region, the main reasons for finding this industry in a crisis state and it is proposed the mechanism for the development and way out from the current situation. The authors consider that the development of the dairy industry in the republic requires, first of all, its technological re-equipment, the development of agro-industrial integration of various forms of farms, state support of domestic producers.

Abstract
The Republic of Kazakhstan, as a state with a stably developing economy, directs all the efforts to diversify the economy and establishment of processing forces on their development. The petrochemical product produced in Kazakhstan, will impact multiplier effects of industrial development of the economy as it is the base main for industries related to the economy, it is the raw material for the production of industrial and household directions, that is, for construction, wrapping, packaging materials, plastic products and tools, as well as other products. The first way to promote the market of polymer products in the competitiveness of petrochemical products of the Republic of Kazakhstan may be to develop the domestic market of the EEU member countries or increase the consumption of per capita polymer. Population growth and per capita income are increasing in developing countries, which leads to a faster growth in consumption of goods than in developed countries. The main goal of the development of the polymer products industry is the creation and expansion of the internal market, which will create conditions for a wide application of modern polymer materials. The incentive for the growth of domestic consumption is the replacement of imported polymer products, the transition from the export of polymers to finished products in order to obtain a multiplier effect in the economy.

Abstract
The Eurasian Economic Union has been operating for many years but there is still a debate about Union’s development direction which should be paid special attention in the process of joining the efforts of countries belonging to it. The presence of such conditions for cooperation as advantageous geographical and transit position, sufficiently large size of the domestic market, presence of a resource base for the production of competitive and demanded products create a solid foundation for the effective cooperation between the Eurasian Economic Union member-states. One of the directions of such cooperation appears to be light industry. The development of this particular industry will allow countries to be included in the number of integrated states of the EAEU to withstand the competition with such countries as People’s Republic of China, India, Thailand, which have reasonably cheap labor. The article explores the strengths and weaknesses of light industry. The developed SWOT-matrix allows to give a real assessment of the state of light industry of the EAEU member states and shows certain opportunities and ways of improvement of the industry. The analysis of the development of integration in light industry allowed to develop recommendations for reducing risks for producers of this industry. The author identifies the priorities of technological integration and diversification of light industry, gives suggestions for integrating the light industry market of the EAEU members.

Abstract
The article reveals the main problems faced by the Kazakh furniture industry, reveals the features of the furniture industry functioning. The analysis of the Kazakh furniture industry allowed to identify the features of the domestic furniture market, which are as follows: saturation of furniture production and sales channels of furniture products in Almaty; price imbalance in the manufacturing regions; the decision to choose products by the client according to the «price - quality» parameters; with consumer behavior that determines the seasonality of furniture sales; lack of branding of domestic furniture products. As practice shows, despite the fact that all domestic enterprises of the furniture industry are actually in identical external conditions, among them there are those that have adapted to the external environment and are working successfully. The key to success is a change in the orientation of the production management doctrine: from production probabilities to customer satisfaction, which is one of the most modern methods of enterprise management that helps ensure the survival of the company in a competitive environment. In modern conditions, the development of the furniture industry is determined by such priority areas as increasing the output of products with high added value, increasing the export potential and using the investment and innovative opportunities of the enterprise. Implementation of these goals provides operational management of production , which allows us to solve the problem of strengthening competitive advantages by updating the technological equipment of the industry with the use of new innovative technologies.

Abstract
This article analyzes the importance of inflation targeting in the monetary policy of the Republic of Kazakhstan, its main mode of study and the experience of conducting abroad. Countries with inflation targeting reflect a number of macroeconomic advantages compared to the countries with monetary targets, and the benefits of inflation targeting are explained by the fact that the mechanism of monetary policy is transmitted. The reasons for the change in the monetary policy regime in developing countries are the following: currency crisis, evolution of the stabilization program on a stable exchange rate basis and the effectiveness of monetary targeting. From the materials published by the International Monetary Fund, it is possible to show three main inflation targeting trends. Inflationary targets include other transmission channels: direct interest rate channel, accumulated financial assets channel, cash flow channel, exchange rate channel and inflationary expectations channel. With the help of these, the interest rates are set, not the banking system reserves. The original rate of the interest rate channel is simple: the increase in the nominal interest rate at the strictly rated prices leads to the increase in the costs of attracting financial resources and the actual rate. The rise in resource prices, in turn, reduces consumption and investment. In inflationary targeting, any market participant is notified of all the inflation targets that the monetary authorities are responsible for.

Abstract
In the current economic development model of our country, particular importance is paid to the banking sector as an important factor in the growth of the country's economic potential, which provides market entities with credit resources. Despite the fact that in Kazakhstan the financial market as a whole is actively supported by the state, in recent years there has been a tendency to reduce lending to individuals and legal entities. This article discusses the current state of the credit market, evaluates the activities of second-tier banks in providing the Kazakhstan economy with credit resources. In order to use capital effectively and increase the stability and reliability of the bank, the bank's credit risk management policy should focus on ensuring an acceptable level of credit risk for the bank as a whole, with a certain return on its loan operations. The credit policy in recent years had been evaluated by authors and also analyzed the structure and dynamics of loans issued. The dynamics of a number of key indicators, such as quality of the loan portfolio and security of loans issued, dynamics of repayment of loans issued, monitoring of overdue loans are considered. The article reflects the statistical data for recent years on loans issued by Kazakhstan's second-tier banks to the economy , on the basis of which the reasons for the decline in lending volumes for certain market segments are determined. Based on the identified problems, recommendations for managing credit risk in second-tier banks are proposed.

Abstract
The article touches on the topic of forecasting cash flows of an investment project. Within the framework of limited volume, emphasis is placed on the most important components of work on forecasting cash flows and cost features in the context of the forecasting activity of investment project flows. The effectiveness of the implementation of the investment project is based on determining future cash flows and the importance of making a correct forecast of the cash flows of the project causes no doubt. The article discusses the process of forecasting the flows of an investment project, used directly to determine the criteria for project effectiveness - the net present value of the project, the discounted payback period, the value of the internal profitability of the project and based on them the decision on the feasibility of implementation. The article identifies and discloses features on forecasting flows in “replacement” projects and “expansion” projects, as well as analysis of flows in the framework of deciding on the acceptability of the project from the perspective of the company's financial capabilities. The authors focused on the typical elements of project flows, which include investments, flows directly from the project and liquidation. It is also noted that the duration of the forecast period, the determination of the probabilistic values of investments and income, expenses for various periods of the project, the choice of the discount rate, the calculation of the residual value, as well as the choice of the flow model will contribute to the forecasting of cash flows of the investment project.

Abstract
The experience of economic practice of the last century shows that it is impossible to effectively manage the market economy without the possibility of attracting capital to improve the efficiency of the corporate sector and the implementation of development goals. At the same time, any economy based on market principles should have a developed financial system that ensures the free movement of capital between economic entities. The article discusses the concept of a modern, globally oriented investment bank and the international practice of investment banking in the process of attracting external financing for corporations by issuing securities. A comprehensive analysis of the main trends, problems and prospects of the global investment banking business has become a platform for the author to develop a number of recommendations for Kazakhstan's investment banking institutions. The research of these institutions is very important in Kazakhstan. Currently, there is a significant discrepancy between the development of the corporate sector and the capital market in the Republic. Most of Kazakhstan's companies, which are leaders in the corporate sector of the emerging market, have entered a stage of development where further implementation of long-term strategic goals is impossible without attracting financial leverage.

Abstract
Despite the rather diverse forms used in our country to attract capital in the development of projects, they do not fully meet the needs of both potential investors and entrepreneurs who need funds. The most dynamically developing ones include such alternative ways of raising funds as investing “business angels”. Most “business angels” are successful entrepreneurs with significant experience in developing their own business. In addition, these are highly paid specialists in large companies: high-level managers, accountants, lawyers, etc. The desire of a “business angel” to carry out this kind of activity can be due to a variety of reasons - from self-realization and the transfer of entrepreneurial experience to raising one's social status. Investing in the early stages of a business project is obviously highly risky. “Business Angels” expect to make a profit by increasing the value of the companies they invested in as a result of the development and promotion of high-tech products on the market. In the Republic of Kazakhstan, “business angels” is not a new and dynamically developing phenomenon. There is an Association of Business Angels, large venture capital funds, government programs, and many non-public investors. Globalization and informatization contribute significantly to the fact that an entrepreneur from any country, including Kazakhstan, can receive money from any investor, including “business angels” from Russia, the USA, and Europe. An entrepreneur only needs to choose the right idea, market, and a development strategy that will allow an innovative product to be in demand, and business - to develop and make a profit.

The article reveals the opportunities for the Kazakhstani financial market to become a regional center of “green” financing. The authors examined innovative technologies and new financial instruments of the global market focused on solving environmental problems. The analysis of the positive world experience of countries successfully working in the field of “green” financing is carried out. A qualitatively new content of “green” banking and “green” securities is disclosed. The authors highlighted the key areas of using “green” financial instruments in financing environmental projects. More than half of the “green” investments of the global market are supposed to be directed to preserving the ecosystem, a fifth should be allocated to projects related to climate change and about 5% should be used for the implementation of projects for the development of renewable energy sources and other natural resource activities. The “green” banking sector is a key source of financing for the “green” economy. Syndicated “green” credit amounted to almost 80 percent of the total global market for these loans. A promising and fast-growing segment of the global “green” financial market is the “green” bond market. AIFC is already working on the creation of a regulatory framework governing “green” financing. AIX developed the Rules for the issue and circulation of green bonds in accordance with international requirements. Work is underway to launch “green” sukuk. The authors believe that the use of a wide range of “green” financial instruments will allow Kazakhstan to achieve real success in the implementation of environmental infrastructure projects.

Currently, there is no doubt that the role of analytical procedures in the audit of financial statements of commercial organizations in the community of professional auditors is important. In addition, there is a tendency in the audit to combine analytical procedures with traditional or even in-depth analysis of the performance of enterprises. This analysis will allow the audit company to optimize the number of procedures required to prepare an opinion on the reliability of the statements. With an effective internal control system, the analysis can be built in such a way as to significantly reduce the amount of testing of the primary document. Testing of primary documents is only necessary to check the availability of documents. The article presents analytical procedures as a General overview of accounting statements for the purpose of understanding changes in business by the audited entity with the identification of problem areas from the point of view of financial stability. The content of analytical procedures is often determined by the tasks assigned to the audit organization, on the one hand,and the working conditions on the other hand, i.e. external and internal factors that determine the financial stability of the organization in the short and long term. The analysis of the financial stability of the enterprise involves identifying and evaluating factors that affect the change in the expected readable characteristics. Factor analysis and its use: allows you to evaluate the relationship between the characteristics of the studied phenomenon and the influence of factors on the studied phenomena. The use of such analysis is most effective at the early stages of financial stability research, which characterize the current laws in the field under study.

Abstract
Considering the problem of rational formation of the capital structure of an economic entity, it is possible to come to a rational conclusion: in order to solve this controversial issue taking into account the criteria of optimality, most enterprises have the potential to achieve the necessary level of financial stability, to reduce the level of risk factors, to ensure a sufficiently high degree of development from the point of view of financial and economic indicators, and, accordingly, to bring the enterprise to a more effective level. Company managers should have a clear understanding of the sources and resources for which they will operate and in which areas and fields to invest their capital. For this reason, this analysis of the availability of sources of formation and placement of the capital is important. An enterprise, organization or corporation must take risks into account and choose a more rational way to eliminate problems and subsequent financial development, and this is the case if the economic entity has a strategically competent accounting policy. The ratio of own and borrowed sources is one of the primary analytical indicators for which the level of risk of investment projects is determined. It is important to note that stability in the activity of the enterprise in the long term, which is connected with the general structure of the object under study, the degree of its dependence on investors and creditors - one of the main characteristics of the financial condition of the economic entity.

Abstract
The article considers the main issues of conducting an audit in foreign countries. The regulation of prices and tariffs on goods of natural monopolies is carried out mainly at the departmental level without due regard to the socio-economic consequences of decisions made. Current legislation does not provide market participants with information on the dynamics of prices and tariffs for the medium term. Moreover, it allows a change in previously made decisions on the size of price adjustments in the direction of their increase. Experience in conducting pricing audits in developed countries shows the existence of common and different principles for conducting pricing audits. The general principles of conducting a state audit in developed countries are based on a number of articles of the Lima Declaration of control guidelines. In addition, the government policy for conducting pricing audits is based on the rules for conducting public debt audits outlined in the International Standards of Supreme Audit Institutions (ISSAI) developed by the International Organization of Supreme Audit Institutions (INTOSAI). Due to the difference in organizational structures and the specifics of Supreme Audit Institutions (SAI), not all International Organization of Supreme Audit Institutions (INTOSAI) standards can be applied in the process of establishing procedures for conducting a state audit of pricing in the field of public procurement. In this connection, the Supreme Audit Institutions (SAI) has the opportunity to develop official standards based on the Fundamental Principles of Performance Auditing. Abstract
The article provides a comparative analysis of the financial results of two agricultural enterprises and assesses the effectiveness of their use of borrowed funds. As a result of production activities, both enterprises have a certain growth rate of gross profit, but at the same time there is an increase in the level of prime cost of agricultural products. In a comparative aspect with En-Dala LLP, the revenue growth rate at Aktyk Agrofirm JSC is much higher, which led to a higher profit growth rate of this enterprise. Both agricultural enterprises bear significant administrative and other expenses, as well as expenses related to the payment of interest on the use of loans and borrowings, since both of them are financially dependent on 70-80% of attracting loans and borrowings. All this had an impact on the decline in the mass of profit, which ultimately led to inefficiencies in both the results of production activities and the use of borrowed funds. There is a tendency to increase the share of long-term loans, or “long money”, used to strengthen their production capacity in attracting borrowed funds at the considered enterprises. However, the efficiency of using borrowed funds remains relatively low. The results of the analysis allow to conclude that the compared agricultural enterprises in difficult economic conditions do not yet have the ability to carry out their reproductive activities without borrowing resources, the size of which is not decreasing, but, on the contrary, increasing annually. While maintaining the current state of the enterprise operate in conditions of potential bankruptcy.

Abstract
The level of development of the country's stock market, identification of the main drivers and alternatives of competitiveness are relevant and cause a certain interest at the present stage of the development of the country's economy and in the conditions of integration. The stock market of Kazakhstan is considered insufficiently capacious, liquid, etc. in present conditions and international rating agencies assigned it to the “frontier” ones. In this regard, tremendous work is being done to enter the “developing” markets by the domestic stock market. One of the alternatives for the further development of the Kazakhstan stock market may be the mechanism of the cooperation of the domestic stock exchange KASE with the Moscow Exchange. The main objective of the cooperation is to provide Kazakhstani and Russian bidders and investors an access to the markets of both countries, which will reduce market and other risks. This article assesses the entry of the Moscow Exchange into the capital of Kazakhstan Stock Exchange JSC. The events that are included in the Roadmap within the framework of the Project to create a common exchange space between Kazakhstan and Russia are presented. Abstract
The research of the tourism infrastructure potential in the context of economic transformation, restructuring on the “new” track, taking into account the active introduction of modern information technologies and the transition to Industry 4.0, when understanding the prospects for the development of regional tourism markets becomes possible with an adequate and comprehensive assessment of the infrastructure component, is of particular importance. The article shows the differentiation of the regions of Kazakhstan according to their resource provision, in particular, the infrastructure component of the tourism potential using the hierarchical cluster analysis method, on the basis of which the regions of Kazakhstan were grouped into clusters based on “similarity” and “proximity” of indicators, characterizing the development of the industry. The analysis was based on 17 indicators, which were obtained from official statistics. As a result of multidimensional classification, 14 regions formed five clusters. The article also reflects the results of an expert interview, which showed problems that impede the effective using of the tourism potential of the regions of Kazakhstan, among which are the underdeveloped transport infrastructure, insufficient information coverage, virtually no qualified personnel, and many others. The conclusions, obtained in the article, can be useful in the development of measures, aimed at the development of various types of tourism, the popularization of tourist destinations and cultural and historical sites that play a crucial role for the development of tourism in the region.

In recent years, huge changes have been noted in the global tourism market, which are associated with the emergence of new trends, one of which is adventure tourism. It’s a popular but at the same time new trend direction on the world tourist map. Adventure tourism takes a special place among special types of tourism. The interest in it is growing every day, especially among the youth of different countries. Adventure tourism perfectly combines active recreation and extreme elements. There is no coincidence that, according to the prognosis of the World Tourism Organization, adventure tourism will get a good dynamic growth in the upcoming decade. At the end of 2019, Kazakhstan has received carte blanche for the active development of a new perspective area - adventure tourism. According to Tengritravel.kz with the reference to the Lonely Planet, British Backpacker Society has compiled a rating of the countries that are of interest to the adventure lovers. Kazakhstan has taken the fifth position after Algeria, Saudi Arabia, Pakistan and Iran, overtaking even such popular tourist destinations as Russia, Azerbaijan, Uzbekistan, Bosnia and Herzegovina and Ethiopia. The criteria for these TOP-10 countries became factors, including, first of all, people’s cordiality and hospitality, sights, unique landscapes, natural and cultural features, religious monuments, monuments of architecture and construction art, the level of infrastructure development. Another feature of the countries selection became an insignificant tourist flow. The article will answer the question about the perspective development of adventure tourism in Kazakhstan.

In modern domestic and foreign literature there are many approaches to the concept of “tourism” and the classification of its types. Rural tourism is a unique complex of tourism that can be used as a combination of organized and unorganized recreation of tourists in rural areas, introduction of rural life, livelihood in rural areas and familiarization with local farming methods (professional and non-professional). In the article the technology of research of advertising campaigns of tourist firms is considered. Based on the fact that the reliability of travel companies depends on properly used marketing tools to attract potential consumers, the presented method of advertising research advertising campaigns to identify its effectiveness is particularly relevant. This article discusses that currently “green” technologies are being actively implemented in the work of hotels and restaurants. The author also noted that customers are willing to pay for “clean” tourism. Currently, more than 200 hotels in Europe are marked eco, and this figure is constantly growing. Abstract
The article considers previously unpublished facts of participation of Kazakh mountain shooters in the great Patriotic war. The relevance of the problem is that military experience should be used in training mountain rifle units of the modern army of Kazakhstan. All Kazakhstanis who participated in mountain battles can be divided into three groups: 1) climbers who fought in mountain units; 2) climbers who fought in regular military units; 3) Kazakhstanis who did not have mountaineering training and successfully fought in mountain units. The author collected voluminous material about the Kazakh mountain shooters of the first group. At the second stage of the study, more attention is paid to the biographies of the second and third group of shooters. Peculiar for this group is the biography of Kazakh climber Khabi Rakhimov. Not only the facts of his participation in combat actions as part of the 316th Panfilov division until December 1941, but also his service after being wounded by the chief of intelligence in the rank of major, the time of death in 1943 on the Kursk bulge were stated. Peculiar for the third group of Kazakh shooters are the biographies of sergeant N.A. Vukolov and Hero of the Soviet Union senior sergeant D. Karakulov, they both fought in the 83rd mountain rifle division of Turkestan.

Abstract
This article reveals the issues of the formation of competitive advantages of the EAEU member states. The authors focus on the development of economic policies aimed at realizing the benefits of participation in the creation of global value chains. Proponents of greater openness of the national economy indicate that the effect of global value chains for the countries of the Eurasian Economic Union can be obtained by ensuring freedom to attract foreign investment from developed countries, as well as the purchase of technology from them. Opportunities for developing production chains within the Eurasian Economic Union, while maintaining priorities in the field of economic integration, are associated with the synchronization of the functioning of the tax systems, macroeconomic and trade policies of the EAEU countries while implementing a policy of gradually reducing non-tariff restrictions between the participating countries. The competitiveness of the national economy is the ability and availability of the potential to implement national priorities and interests that meet the task of progressive development of society as a whole. The authors suggest that the implementation of certain measures will contribute to the formation of value chains in the Eurasian economic Union in the process of developing regional integration. Thus, the member states of the Eurasian Economic Union will be able to synchronously regulate the investment and business climate in countries, using the entire arsenal of economic and non-economic tools to create reproduction chains within the country, creating conditions for the attractiveness of foreign contractors' participation in them.

The relevance of the research is due to the issues of measuring the rates and factors of economic growth. The article analyzes the models of economic growth, which are an abstract, simplified expression of the real economic process and formed on the basis of the Keynesian and neo-Keynesian approaches of Harrod and Domar. The accumulated capital model (AK-model), as well as the Solow model, which demonstrates the impact of savings, population growth, and scientific and technological progress on increasing output over time draws attention. The effectiveness of these models is aimed at revealing the issues of innovative development of the national economy of the Republic of Kazakhstan. The factor-target approach used in the article allows us to determine the challenges to the national economy in the global reality, to comprehensively consider the trajectory of economic development and, accordingly, the parameters and factors of changes in the life of society. Factors affecting economic growth and the formation of the “knowledge economy” are described, crisis phenomena of the trajectory of economic development of Kazakhstan are identified, qualitative transformations of the country's economic life, its technological foundations, and institutions are justified in order to form an innovative model of state development. The article is devoted to the problems of competitiveness of agro-industrial complex in the conditions of globalization and world integration of the Republic of Kazakhstan. The country's food security as a key component of national security is one of the pressing issues for achieving economic independence in many countries. The article analyzes the theoretical foundations of the concept of food security. Abstract
The article discusses the state and development of the poultry farming, which is one of the branches of agriculture in the economy of Kazakhstan. The analysis of the main indicators of poultry production in the country over the past five years has been carried out, the trends of growth and development of the poultry industry for the next ten years have been determined. In the conditions of tough competition of the market that meets modern requirements, there are a number of problems associated with the lack of regulatory guidance that takes into account the costs of production in the poultry farming. In the article, the author reveals the need for competent regulatory and methodological guidance developed taking into account industry-specific features and biological processes, approved by order of the Ministry of Agriculture of the Republic of Kazakhstan. Currently applicable International Financial Reporting Standard 2 “Inventories” and the national financial reporting standard are also insufficient (imperfect). The national financial reporting standard, which is used by small businesses in Kazakhstan since 2013, does not use a special concept to define assets in relation to biological origin, only the concept of assets that is used. At the same time, biological processes and sectoral peculiarities have been studied, whether they are in need of systematically developed standard-methodical instructions for cost accounting and costing in poultry farming. This article describes the ways of regulatory legislation on legal support of small and medium-sized businesses. Institutions of legal regulation of SMEs work on the basis of legislative acts within the framework of approved regulations. It is obvious that small and medium-sized businesses have become the most important element of the economy in recent years, providing active growth in production, employment and income. Therefore, creating legal, economic and organizational conditions for business development today is one of the most important tasks of all levels of government. A normative legal act is an official document of the established form, adopted within the competence of the authorized state body in compliance with the procedure established by law, containing generally binding rules of conduct, designed for an indefinite group of persons and repeated application. To conduct an estimated analysis of the distribution of costs and profits for SMEs from the implementation of the regulatory act, changes in the balance of purchases and costs. In the higher education system, the most important thing is the ability of universities to cope with emerging changes. This happens through the formation of an appropriate structure that can ensure a balance of relationships with the external environment, as well as the restructuring of relations within the University, leading to changes in the organizational principles of maintaining its activity. Entrepreneurial universities appeared as a response to the challenge of the external environment and the search for approaches to the implementation of tasks for the preparation of a new generation of graduates. The study of the concepts of “potential” and “entrepreneurial potential” allowed to synthesize their characteristics in relation to the concept of “entrepreneurial potential of the university”. The article describes the theoretical essence, as well as the methods and types of assessing the entrepreneurial potential of the university. The authors propose a methodology for assessing entrepreneurial potential using the online tool HEInnovate. As an example the expert self-assessment methodology, created under the auspices of the Organization for Economic Cooperation and Development for European countries is used. This technique is at the junction of expert and indicator assessments. The main steps to create the methodology included: a literature review, the formation of the first version of the enterpreneurial university model, discussion and adjustment of the model, testing the model and its refinement, another discussion cycle and the formation of the final version of the tool. The result of this great work was an online tool available to any registered user. The methodology of Turan university data is used.
